签证地点

求高人指点。父母11月广州拒签。现在想再申请。父母长期居住地为湖南。打电话预约，小姐说因为上次拒签，所以必须去北京签证。不能再跨区在广州签证。请问这一规定的真实可靠性。以前似乎在网上看到过拒签后不能轻易换使馆。真是糊涂了！父母目前一直在广州等着再签。现在如果去北京，实在是很折腾。

现在我的情况是我的户口在江西，但我一直在杭州工作，所以按道理我最好在上海面签，按上面这段翻译，我应该在上海面签吗？ 望有经验的行家告知。。
