Lost passport

My dad got B2 visa in 2010. He came to the USA and went back China 4 months after. His visa hasn't been expired yet (normally valid within 1 year). He wants to come to the US again in 2011, but the passport was lost. Does he have to start over and apply the new visa in US embassy? Is there anyone know what other ways to solve this problem? Thank you!!!
