I did call three times for H-1B interview appointment in the firt week of september before Labor Day since July, and I was always told that no late than sep 1st. even I called in July.
I will call tonight (8/20 US) and see if I can make it.
Just made it. On Sept 4th, Friday. First call, I was given Sept. 11th but it failed since I could not find my ID (chinese). Second call, I was given Sept 4th.
You can find the Chinses ID from the version of china passport.

As I know, two weeks in advance to reserve appointment at Chengdu Consulate.

Thank you. I called on 09/17 morning (China time)and was told the latest date available was 09/21.
This is what I see from the web site you referred:
Typical Wait Time (Calendar Days*) for a Nonimmigrant Visa Interview Appointment
Visitors Visas: 1 Day
Student/Exchange Visitors Visas: 1 Day
All Other Nonimmigrant Visas*** (Excludes: A, G, K, and V): 4 Days
Does it mean they only make appointment for H-1B 4 days ahead of time? I was told Chengdu consulate interviews H-1B visa application on Fridays only.
Anyway, thank you for your information and I will try again this weekend.

Just FYI, I think Chengdu only interview H-1B visa on Fridays. I am thinking of 09/04.
