H1-B Visa Application in Vancouver

I am currently in H1-B status in USA and would like to apply for H1-B Visa in Vancouver. Does anyone knows how long will it take to get the passport along with the H1-B visa back in Vancouver?

what's the advantage for you to apply visa in Vancouver? why not get it in China?
