Nope... check http://checkee.info... there are still a lot June cases pending...
Also, if you read the numbers carefully... you can see a few patterns:
1) June is the worst month for every year. The number of check cases is always at least twice of other months.
2) in this June there are over 1000 cases being checked, which is way exceed the number in last few years. Also the number of AP cases this year is in general more than the last few years. There are three possible explanation: a) there are more visa applicants; b) they are so paranoid and doing more checks then usual; and c) checkee.info gets more attention, and more people are sharing their cases. I believe all three factors are likely to be true.
3) Looks like they are finishing cases around 6/20... they are a few July or even August cases having been cleared, but statistically speaking these are outliers and out side of the confidence intervals.
4) Very few H1B cases got cleared comparing to F1 or J1, and none July h1b AP cases has been cleared...
So, if I'm lucky, they will get to my case in the next few days. If not, they won't finish it until probably the end of this month, which sucks!
I have the temptation to organize a petition (https://petitions.whitehouse.gov/) to reform the visa process. It makes no sense to do a background check on H1B visas. If you think one is a fraud, why not reject the H1B petition at the beginning???
Well... I'm not a citizen otherwise I won't be here... so I guess I'm not eligible to do a petition to the white house... but it's a pity that U.S. government works this way...

Strongly agree
Same boat. F1s are priority now. H1bs are not in the picture.

Probably not, although strictly you need to be legal resident...
