It is required to write down the "rejection" history. You have to do that.
However it won't affect your mom's application at all since her DS160 also asks if she had been issued a visa before. and she did (after the rejections)
So no worry and good luck to your family reunion again. :D

i know someone was refused for 8 times and got it finally this year. no worry.
