Is it approved or checked?

Applied for H-1b visa in Beijing. Vo asked only 1 question about my company, then gave me a 白条. I asked VO "what is that", he did not say anything but "thank you". The 白条 is about visa mailing services.

I had thought I've got the visa approval and the only thing I need to do is to wait for visa's arrival by mail. But I noticed some body had green ticket. I am wondering if I got a check instead.

By the way, I did not get my I797A back.
