No matter the visa officer calls your father or your mother, they can go together and their visas will be issued together.
It's better if your sister can write an invitation letter to the visa officer. Many times the visa officer still reads the letter, which may explain things in more details than your parents.

到领馆里面告诉审材料的，你父母是一起的就行了。他们的材料会被放在一起。到了面试窗口，告诉签证关我们是两个人就行了。这个一点也不麻烦。我的岳父母都是这样做的。
