Yes, the confusing part is that the English version doesn't have the 90-day restriction. But I think they goes with the Chinese version as it's handled by the bank.

上海是有不能超过三个月的条件。

中信代签的条件是79岁以上，14岁以下，且没有被拒签过的。貌似。交200大元。
而且只有北京可以，其他大使馆好象还没有开展这样的业务。
不知道目前可有新的政策。
