no. you can not do that. your brother or sister in law can not enter embassy unless they are applying visa too.

你可以邀请你弟弟到美国旅游，这样你弟弟就可以与你妈妈一起携签了． 到ＶＯ窗口一定要２个人一起走上前哦．
