I had the similar experience before due to the pop up blocker (Yahoo bar, MSN bar, Google bar). Even I turned off the pop up the blocker, it was re-enabled again upon a new window. They ask for the following information before processing your inquiry.
1) Order date.
2) Order time (approximately).
2) Order No.: I can see it by clicking the back button of IE. I'm not sure if they will accept your inquiry without it.
3) National Identification No.
4) Passport No.
5) Bank Card used: I mentioned "International Visa Card".
6) Email address registered for this purchase.
It also happened to me. Two major credit cards I used often while traveling worldwide, never had problem but this time. In my case, I finally decided to use my bank credit card(debit card), it works immediately.
I used my mastercard to buy the pin last year without problem, this year, they switch the online carrier, it doesn't work anymore.

昨天晚上先在网上用信用卡买了2次都显示“对不起! 付款失败!请再尝试! ”，没办法，就试着打电话86-21-3881-4611直接买，可是当听到“预知付款方式请按5“以后，只报告说用信用卡付费请浏览网页，就不让选了。网上买不成功，电话又不能买，还有啥办法？

如果用Chase card， 让提供密码， 到底是什么密码呢？用户名也不是我自己设定的。另外试过卡背面的三位数，也不对。后来还是master买成了。

The transaction failed more than 10 tries when using Master credit card. Successed after one try using Visa Debit card.
